  • Clerk of the County Commission: RSMO-Chapter 51

  • The office of Clerk of the County Commission was established by State Statute in 1946. Not to be confused with the Office of the Circuit Clerk which deals in Court related issues.

General Office Duties
  • Chief Election Authority

  • County General Ledger: manage the general ledger of the several funds of the County.

  • Accounts Receivable: record all receivables other than miscellaneous to general ledger.

  • Accounts Payable: issue all warrants on invoices through general ledger.

Other Responsibilities
  • Certify Assessed Values: compile and calculate values submitted by Assessor and State, submit final values to State and to taxing entities within the County.

  • Grant Monitoring: monitor all revenues and expenses of Federal and State grants and reimbursements as required by law.

  • Financial Statement: Compile and publish the annual financial statement as required by law and assist in gathering data for annual audit.

  • Board of Equalization: Secretary to the Board, duties include recording minutes of meetings and hearings of appeals. 

  • TIF and CID: Franklin County has entered into agreements with the City of Washington regarding (or in regards to) Tax Increment Financing area and a Community Improvement District.  The County Clerk monitors and disperses funds for these areas per the agreements.

  • Flood Lease Properties: Flooding in Franklin County has resulted in Federal buyouts of some flooded areas that become the property of the County and under Federal guidelines can be leased.  The County Clerk is responsible for tracking these leases.

You can apply by mail using the below mailing address or apply in person by visiting the County Clerk's Office.  The completed application and the fee are required to submit the application.

Rates for licenses:

  • License for one month, ten dollars *$12.00

  • License for three months, twenty dollars *$22.00

  • License for six months, thirty dollars *$32.00

  • License for twelve months, fifty dollars *$52.00

*For each license issued there is a fee of two dollars.

Your application will be processed, and your license will be sent to you by mail. If you have any questions call 636-583-6355.

County Liquor License

Instructions for applying for a county liquor license

If you are a business that has more than one license, you are required to fill out an application for each type of license. The County will issue and charge what the State of Missouri does for licenses plus an additional $3.00 clerical fee. The only exception is the County combines a “Monday through Saturday” and a “Sunday” license together, where the State has a “Sunday” license separate. Please refer to the “Fee Schedule”.

When filling out an application for county liquor license, please make every effort to fill it out completely. Including a phone number and/or email address where we can contact you during regular business hours. (8:00am to 4:30pm, Monday though Friday)

The application must be signed by the managing officer which is the same name as the “State Applicant”. Which is the person whose name is on the state license.

 

The total amount due must be included with the application. Checks are to be made payable to Timothy Baker, Franklin County Clerk.

 

If you have already applied with the State of Missouri and have received your state certificate, please send us a copy so we can process your application more quickly. However, you can still complete the County license and we will hold it until we hear from the State.

 

If this is a renewal, your County Liquor Licenses must be received in the County Clerk’s Office on or before June 30th every year. If the application is received after June 30th, there will be a $25 late fee each month the application is late.

 

Picnic and Catering Liquor License: It is required to possess a County Liquor License for any Picnic, Festival or One Day Event.

 

Applications are approved at Commission meetings held on Tuesday. Applications must be presented no later than 4:30pm the Thursday prior.
